Theory Test Pass Rate in Ireland: What the Official Figures Show

The most recent official figures come from the RSA Annual Report 2024: 207,089 driver theory tests were delivered and 144,708 were passed. That is a 69.9% pass rate across all categories. Roughly 3 in 10 sittings end in a fail, and the fee is not refunded.

What the 69.9% figure does and does not mean
The published number is an aggregate: every category (car, motorcycle, truck, bus, CPC) and every attempt, first or fifth, counted together. The RSA does not publish an official first-attempt rate. RSA commentary reported by Irish media puts first-time results close to a coin flip, with nearly half of candidates failing their first sitting.
The second attempt looks very different: the pass rate reported for repeat sittings is around 96%. People do not get smarter between attempts. They simply study the way they should have studied the first time, usually after discovering the real format at the test centre.
Why is the fail rate so high?
The pass mark is the reason. For car and motorcycle you need 35 correct out of 40, which is 87.5%. You can only afford 5 mistakes. Most people who fail made one of the same few errors in preparation:
- They relied on common sense. Many questions test exact figures (stopping distances, penalty points, alcohol limits) that common sense cannot supply.
- They read the Rules of the Road book but never practised real question wording under time pressure.
- They studied only the topics they found interesting and skipped areas like technical checks or legal matters.
- They never sat a full-length timed mock exam before the real one.
How to know you are in the passing group
A reliable signal: score 38 or more out of 40 on several full-length mock exams in a row, drawn from the whole question bank. If you hover at 34 to 36, one unlucky set of questions can fail you. Track which topics cost you marks and drill those until the mistakes stop repeating.
A fail costs the full fee again (from €45 for car and motorcycle) plus the wait for a new slot. One or two honest weeks of practice is cheaper than a resit.
