What should a driver do if they are not travelling as fast as the vehicle in front?

The driver should keep to the left and allow vehicles to overtake if they wish.
Official explanation
Always read the road ahead and be prepared to react to any traffic situation. You should not drive so slowly that your vehicle unnecessarily blocks other road users. Keep as near to the left as is safe to allow other vehicles to pass safely if they wish.
