What should a driver do if they are first in line to turn right at traffic lights while the green light is showing and there is oncoming traffic approaching?

Official explanation
If you wish to turn right at a set of traffic lights, drive into the junction when you see a green light, taking care not to block any oncoming traffic. Then complete the turn when it is safe to do so.
