Official explanation
It is an offence and very unsafe to use a handheld mobile phone while driving a vehicle or riding a motorbike, as it prevents you from concentrating fully on your driving. While using a hands-free phone kit is not illegal, in some circumstances it could be a dangerous distraction, and you could be prosecuted for dangerous driving, careless driving, or driving without due care and attention. If a driver needs to make a call, they should pull in and stop in a place where it is safe to do so.
