No, a learner driver is not permitted to drive unaccompanied until they have been issued with a full driving licence in that category.
Official explanation
A learner driver who successfully passes their driving test needs to be aware that the rules that apply to learner permit holders still apply to them until they are in possession of a full driving licence in that category. A Certificate of Competency is not a full licence.
