How should a driver overtake the cyclist in this situation?

Pick an answer to test yourself.
Correct answer
By crossing the broken white line.
Official explanation
Where there are two lines in the centre of the road, you must obey the one closest to you. So, if the closest line is a broken white line, by law you may overtake so long as it is safe to do so.
