What is the immediate effect of a head-on collision between two cars at speed?

Official explanation
In a headlong collision, passengers in both vehicles are propelled forwards, and if they are not wearing a seatbelt, they may go through the windscreen. It is the driver's responsibility to ensure that all passengers under the age of 17 wear a seatbelt. Older passengers are themselves responsible for wearing a seatbelt.
