What is the effect of applying the choke for a long period?

Official explanation
The engine runs on a mixture of fuel and air. When the engine is cold, apply the choke to increase the amount of fuel in the mix. However, if the choke is left on for a period longer than necessary, it will lead to an increase in fuel consumption and pollution.
