Official explanation
Design Gross Vehicle Weight is the term used by manufacturers for the weight of the vehicle together with the maximum load it is designed to carry. Drivers must understand the carrying capacity of their vehicle. Overloading your vehicle will make it more difficult to control, and its an offence.
