What should a driver do if they encounter loose chippings on a road?

Where there are loose chippings on the road, you should slow down and comply with any reduced speed limit and leave extra room (or clearance) between your vehicle and other traffic. This will also give you more time to stop if you need to, and it will help to reduce the amount of chippings your vehicle throws up against other vehicles and possible injury to pedestrians.
