What should a driver do if the vehicle’s windows and mirrors are covered in ice?

Switch on the heating system and use a scraper to clear the ice before driving.
Official explanation
Make sure all the windows and mirrors are completely clear of ice so that the driver can safely observe road and traffic conditions all around. This is especially important when driving in slippery conditions. It is good practice to carry a can of de-icer in the vehicle and, if possible, to fill the washer reservoir with a de-icing agent.
