Penalty Points for Learner and Novice Drivers in Ireland

Penalty points in Ireland work the same way for everyone except the ban threshold. Most drivers lose their licence for 6 months at 12 points in 3 years. Learner permit holders, and drivers in the first 2 years of their first full licence, are banned at 7. The same two groups have a lower drink driving limit: 20mg of alcohol per 100ml of blood instead of 50mg.

Seven is closer than it sounds. A speeding fine carries 3 points. Two of those is 6, and one more offence of any kind puts a learner off the road for six months. When the ban starts, you surrender the permit or licence to the NDLS within 14 days.

Points also have to be declared to your insurer, and they often push the premium up.

The drink driving limit for learner and novice drivers

The lower limit applies to learner permit holders, to anyone who has held a licence for 2 years or less, and to drivers without a valid licence or permit. It also covers professional drivers of buses, trucks, taxis and other public service vehicles.

For a learner or novice driver with a valid permit or licence, a reading between 21mg and 80mg (blood) can be dealt with by a fixed penalty notice: a €200 fine and a 3-month disqualification. There are no penalty points for drink driving at this level, the ban replaces them. You cannot get the fixed penalty option twice in 3 years, and above that band the case goes to court, where every conviction brings a mandatory ban.

20mg is less than half the 50mg limit for experienced drivers. The safe rule for learners and N drivers is no alcohol at all before driving.

N plates

After the driving test you display N plates for 2 years from the date your first full licence was issued. Motorcyclists wear an N tabard. The novice period only happens once: if you later get a licence for another category, you do not go back on N plates. During those 2 years the 7-point threshold and the 20mg limit still apply.

Checking your own points

Fill in the Driver's Statement Form with the details exactly as they appear on your licence or permit, and choose email or post. There is no charge. If you think points were applied wrongly, for example the car had been sold or stolen, you can ask the Gardaí to cancel them with the Fixed Charge Notice Cancellation Request Form on garda.ie.
