Learner Permit Ireland: How to Apply, Cost and Rules

A learner permit in Ireland is issued by the NDLS (National Driver Licence Service), costs €45 and is the only way to drive on public roads before you pass the driving test. You need to have passed the theory test for that category first. You cannot take lessons without the permit, and in most cases you cannot sit the driving test until you have held your first permit for at least 6 months.
Who can apply
- You are normally resident in Ireland, which means you usually live here for at least 185 days in each calendar year.
- You are old enough for the category: 17 for a car (B), 16 for a moped (AM), a light motorcycle (A1) or a work vehicle or tractor (W).
- You have passed the driver theory test for that category, and the certificate is less than 2 years old.
The theory test certificate is the part people let slip. It only counts for 2 years, and if you do not apply for the permit inside that window you sit and pay for the theory test again.

Online is faster if you have a Public Services Card and a verified MyGovID account. Otherwise you book an appointment at one of the 34 NDLS centres. There is no walk-in service, and you do not fill in a paper form: your photo and signature are taken at the desk.

The €45 does not include the eyesight test itself, which the optician or doctor charges for separately. The theory test before it is another €45 for car or motorcycle.
The rules while you hold it
- Carry the permit every time you drive.
- In a car, truck or bus you are accompanied at all times by a qualified driver: someone who has held a full licence in the same category for 2 continuous years.
- Display L plates (every category except work vehicles). Motorcyclists wear them on a yellow fluorescent vest, front and back.
- No motorways.
- A category B permit does not let you tow a trailer.
- No passengers for payment. Learner motorcyclists carry no passengers at all until they pass.
- A lower drink driving limit applies, and 7 penalty points means a ban instead of 12.
Lessons and the driving test
On a car permit you complete Essential Driver Training (EDT): 12 one-hour lessons with an RSA Approved Driving Instructor, stamped in a logbook you bring to the test. Motorcyclists do Initial Basic Training (IBT), a 16-hour course, before they can ride on the road. After 6 months on your first permit and a finished EDT logbook, you can sit the driving test.
How long it lasts, and the November 2026 change
A first and a second learner permit usually last 2 years each. From 1 November 2026 a third or fourth permit is only issued if you have taken a driving test in the previous 2 years, there is no fifth permit, and a permit that has been expired for 2 years or more means starting again with the theory test.
