Rules of the Road Ireland: the Official RSA Book, Free PDF and What the Theory Test Asks

The Rules of the Road is the official rulebook for Irish roads, published by the Road Safety Authority (RSA), and you can read the whole book free as a PDF on rsa.ie in English or in Irish. Printed copies are sold through bookshops; the RSA does not list a price on its own site, so check with the shop before you order.

The RSA says plainly that you need a good knowledge of these rules to pass the driver theory test and the driving test. The 805 car questions on this site follow the same chapters, from signs to emergencies.

The theory test asks 40 questions drawn from the Rules of the Road. Practise all 805 car questions with explanations and timed mock exams: €19 for six months, one payment, or €9.99 a month.

Where can I read the Rules of the Road for free?

On the RSA website, under Road safety, Road users, Rules of the Road. Two PDFs sit on that page: the English edition, about 24 MB, and Rialacha an Bhóthair, the Irish edition. Both are free and both are the full book, so there is no cut-down "web version" to worry about. Download it to your phone and the search function does the job of an index.

One warning from the RSA itself: the rules change, and the website is where updates land first. The speed limit change for rural local roads in 2025 is a recent example. If your PDF is a year old, open the page again and check the file date before you rely on it.

Should I buy the printed book?

Only if you prefer paper. The content is the same as the free PDF. The RSA says printed copies are available through all good bookshops, and it does not sell them directly or publish a price. Secondhand copies are risky for the reason above: an older edition can carry an out-of-date speed limit or penalty.

Do not confuse it with the question book. "The Official Driver Theory Test Questions and Answers" is a different product, sold by Prometric for €21.99, and it contains the practice questions rather than the rules. The Rules of the Road explains why an answer is right; the question book shows you the format. Use both.

Which parts of the book does the theory test cover?

All of it, in principle. In practice the car question bank is organised into eight official sections, and a 40-question test samples across them. Here is how the sections map to the book.

Truck and bus candidates are told by theorytest.ie to study the Rules of the Road alongside the truck and bus question book and the official guides to driving heavy goods vehicles and buses. The 100-question truck and bus tests have their own five sections, but the road rules part leans on the same book.

How should I read it for the theory test?

  1. Read the signs chapter first and keep coming back to it. Signs make up 166 of the 805 car questions and are the easiest marks to lose.
  2. Then the chapters on junctions, roundabouts, overtaking and parking. The manoeuvres section is the largest in the bank at 174 questions.
  3. Learn the numbers as a list: speed limits by road type, alcohol limits, penalty point thresholds, stopping distances, L-plate size. The test asks for exact figures.
  4. Skip nothing in the chapter on learner drivers and licences. It is short and the questions on it are easy if you have read it.
  5. After each chapter, do the matching topic in the practice bank. A wrong answer with the explanation open teaches more than a second reading.
The pass mark is 35 out of 40. That leaves room for five mistakes. The usual ones are signs that look alike and numbers half remembered, and both are fixed by the book plus repetition.

Where do the road signs in the book appear on this site?
