Official explanation
Motorcyclists should wear secure and reinforced boots on every journey. Shoes, sandals or runners do not offer sufficient protection from the weather or support in the event of a crash or fall. Boots should be high enough to protect your shins and support your ankles. Further advice is available from section 16 of the Rules of the Road.
