It is against the law for the holder of a motorcycle learner permit to carry a pillion passenger at any time. As vulnerable road users, motorcyclists must not carry pillion passengers until they have completed the IBT initial basic training, passed the practical driving test and obtained their full driving licence for the category of motorcycle being used.
