If the vehicle’s windows are covered with ice, what should the driver do?

Fully clear ice from all windows.
Official explanation
Make sure all the windows are completely clear of ice so that the driver can safely observe road and traffic conditions all around. This is especially important when driving in slippery conditions. It is good practice to carry a can of de-icer in the vehicle and, if possible, to fill the washer reservoir with a de-icing agent.
