Renewing a Learner Permit from November 2026: 3rd, 4th and No 5th

Learner permit renewal in Ireland costs €45 and is done online or at an NDLS centre. The fee is the easy part. From 1 November 2026 new rules decide whether you can renew at all: a third or fourth permit needs a driving test you have actually taken in the previous 2 years, there is no fifth permit, and a permit that has been expired for 2 years or more sends you back to the theory test.
The rules from 1 November 2026

Taken means sat. A booking or an application for a test does not count. You do not need to have passed: a failed test in the last 2 years is enough to get the third or fourth permit.
Citizens Information puts the ceiling as 7 years or 4 permits, whichever you reach first. After that you cannot renew and must begin again. It also says the medical exemption from taking a driving test at renewal ends on 1 November 2026. The theorytest.ie FAQ adds that the no-fifth-permit rule does not apply if you were medically restricted, so if you have a medical condition on your file, ask the NDLS about your own case.
What changes compared with now
Until 31 October 2026 the rules are looser. A third or later permit is granted if you have applied for a driving test or failed one in the last 2 years. If you failed a test, the permit lasts 2 years. If you only applied or booked, it lasts 1 year. You can renew up to 3 months before expiry and up to 5 years after it.
Two things disappear in November. Applying for a test is no longer enough, only sitting one is. And the gap after expiry shrinks from 5 years to 2.
Who has to sit the theory test again
The theorytest.ie FAQ lists three cases, for the car and work vehicle (BW) and the motorcycle and moped (AM) tests, from 1 November 2026:
- You apply for a third or fourth learner permit and have not taken a driving test in the previous 2 years.
- You have already held four learner permits. No fifth is allowed unless you were medically restricted.
- Your learner permit has been expired for 2 years or more.
That means a new theory test booking (€45 for car or motorcycle), a pass, and then a first learner permit again. If it has been years since you studied, treat it as a new exam and practise before you book.

Online at ndls.ie works with a Public Services Card and a verified MyGovID account. You add proof of address (dated within 6 months) only if it differs from the address on your PSC, proof of normal residence if you were born and are a national outside the EU, EEA, Switzerland and UK, and a medical report form dated within one month if one is required in your case. The fee is €45, free if you are 70 or over.
In person, you book an appointment at one of the 34 NDLS centres (no walk-ins) and bring photo ID, proof of your PPSN and the same supporting documents. You can pay by card, Google Pay, Apple Pay or a PayZone voucher.

+Can I renew my learner permit a third time in Ireland?
From 1 November 2026, only if you have taken a driving test in the previous 2 years. Passing is not required, but the test must have been sat. The third permit then lasts 2 years.
