Theory Test Changes in November 2026: What's Actually Different

Search "theory test changing to 80 questions" and you will find plenty of people asking, but no RSA announcement to back it up. The car and motorcycle test still has 40 questions with a pass mark of 35. What is genuinely changing, from 1 November 2026, is who can sit the test and how many learner permits you can go through.
The question count is not changing
The last real change to the test itself was 1 July 2024, when the RSA refreshed images and some questions in the bank. Category B and A stayed at 40 questions (35 to pass); C and D stayed at 100 (74 to pass); the combined CD test stayed at 140 (104 to pass). There is no 80-question format for any category in 2026.
Change 1: minimum age of 15 to sit the test
From 1 November 2026, you must be at least 15 years old on the date of your theory test appointment. This applies to the car/tractor (BW) and moped (AM) tests, where candidates could previously sit the test from age 14 to get a tractor learner permit at 15. If you already have a test booked and will be under 15 on that date, you need to cancel or reschedule it.
This is a minimum age to take the test, not a change to when you can hold a permit or drive. You still need to be 16 for an AM or W permit and 17 for a car (B) permit. If you sat the theory test at 14 for a tractor permit and wait more than 2 years before applying for a car permit, your certificate will have expired and you will need to retake the test at 17 or older.
Change 2: tighter rules for repeat learner permits
The bigger change is aimed at long-term learners. From 1 November 2026, to get a third or fourth learner permit in category B or AM, you must have taken a driving test in the previous two years. Booking a test is not enough, and you do not need to have passed it. Once you have held four learner permits, there is no fifth, unless you have a medical restriction on file. Separately, any learner permit that has been expired for two years or more sends you back to square one: you retake the theory test, whichever permit number it was.

Only if you will be under 15 on your test date after 1 November 2026. In that case you must reschedule or cancel. If you are 15 or older, your booking is unaffected.
+Does passing the theory test earlier let me get a permit at a younger age?
No. The theory test certificate just proves you passed; the minimum age to hold a learner permit is unchanged (16 for AM/W, 17 for B, and higher for other categories).
