NDLS Appointment: How to Book, What to Bring, the €45 Learner Permit Fee

You book an NDLS appointment online at the NDLS booking service, logging in with your PPSN or your driver number, or by phone on 0818 919 090. There is no walk-in service at any of the 34 NDLS centres. If you hold a Public Services Card and a verified MyGovID account, you do not need an appointment at all: the whole application, including a first learner permit, can be done online at ndls.rsa.ie.

A first learner permit costs €45 either way. The piece most people forget is the eyesight report, which has to be dated within one month of the application and is compulsory for a first permit.

No theory test certificate, no permit

The NDLS will not issue a first learner permit without a theory test pass from the previous two years. Pass it first time: every question in the bank with explanations, €19 for six months or €9.99 a month.

Do I need an NDLS appointment at all?

Only if you cannot or do not want to apply online. The online service covers every application type: first learner permit, renewals, a full licence, replacements, address changes and foreign licence exchanges. It needs a Public Services Card and a verified MyGovID; a basic MyGovID is not enough. You can save a half-finished application and return to it within 20 days.

No Public Services Card? You can get one through your local Intreo office, or skip it and book an NDLS appointment instead.

How do I book the appointment?

  1. Go to the NDLS booking service page on ndls.ie and choose "Login using PPSN" (first permit) or "Login using driver number" (if you already hold a permit or licence).
  2. Pick a centre and a slot. Appointments can also be booked by phone on 0818 919 090.
  3. International Driving Permit appointments are phone only, through the same number.
  4. Need to cancel? The booking service has a cancel link. Cancel rather than no-show, so the slot goes back to someone else.

How far ahead should you book? The NDLS does not publish waiting times, and availability differs from one centre to the next. Check two or three centres within driving distance before settling on the nearest one. If you want the appointment through Irish, book well in advance: the NDLS says a short-notice booking may not have an Irish speaker available.

What do I bring for a first learner permit?

No application form. Your photo and signature are captured at the counter. Bring the originals of everything below, because a missing document means a second appointment.

Your theory test certificate is proof of the pass and nothing else. The NDLS lists it among documents that cannot be used as proof of address or PPSN. Mobile phone bills and handwritten letters are refused as proof of address too, and the address must match your application to the letter.

Students aged 17 to 20 often have no bill in their name. The NDLS accepts a headed letter from your school or college, or correspondence from SUSI, the CAO, a bank or a government body, as long as the date is visible.

A first or second learner permit runs for two years. Third and later permits are two years only if you can show a failed driving test in the previous two years; otherwise one year, with proof of a driving test application or date.

Where are the NDLS centres?

There are 34 centres across the 26 counties, listed by county on the NDLS "Applying in person" page with a map. The Tralee centre has moved to Unit 12, Tralee Shopping Centre, Russell Street. NDLS centres and theory test centres are different buildings, so do not turn up at your theory test centre with permit paperwork.

What happens after the appointment?

The permit is posted to you; nothing is handed over at the counter. You can follow progress on the NDLS application status checker. The six-month wait before a first driving test runs from the permit date, so the sooner the permit is in hand, the sooner that clock starts.
