Official explanation
When a vehicle is driven on a wet road, its tyres throw up spray, and this has the potential to reduce visibility for other drivers. A spray suppression system generally includes mudguards, rain flaps and wheel skirts designed to reduce the amount of spray generated by a vehicle. As part of a daily walk-around check a driver should inspect the spray suppression equipment on the vehicle before setting out on a journey, especially in bad weather.
